The Bottleneck Approach

  • Objective: To assess the Country Office working climate and identify any problems
  • Materials/Preparation: Flipchart paper, markers, tape, idea cards, possibly also an LCD Projector/hook-up for presentations
    Department Heads sit together with their teams and identify 10 key issues for each other department, that they considered as hampering the effective functioning of their own department or unit.
  • Participants: Representative staff from each department within the organization.

Steps

Phase 1

Day 1: Using, posters and presentations, each department discussed key challenges for the other departments. After each presentation, participants can only ask questions of clarification. Participants identify and consolidate overlapping issues expressed about the same department.

As homework for the first day, department heads reflect on the issues about their own units and prepare a first reaction.

Day 2: Department Heads consult with their team to address or fine-tune responses to the questions raised. In the afternoon each department presents initial responses. After each presentation, participants can only ask questions of clarification.

Following Day 2, each department head takes questions, responses and suggestions back to the office and prepare a detailed action plan.

Phase 2

One month later, each department head presents action plans that outline the key issues raised by other departments, the measures that the concerned department planned to take to correct the bottlenecks and the expected outcome and improvements.

Phase 3

Six months following, departments present “progress to date” against the action plan.
